Some lotteries are replacing mechanical draws with electronic systems. Others are looking for draw systems that provide independent verification and deployment flexibility. These capabilities create new opportunities for lottery operations while raising an important question for electronic draw systems: how can confidence in the result be maintained when the draw is no longer tied to a traditional operating model? Many electronic draw systems were designed around a security model inherited from mechanical draws: restricted rooms, locks, seals, privileged access, designated operators, witness procedures, and separation of duties. These controls remain important, but they primarily protect access to the system. By themselves, they do not provide adequate visibility into how each result was generated. Most modern electronic draw systems can record or confirm an outcome after generation. A record shows what happened, but it does not prove that the RNG was functioning correctly when the numbers were produced. The critical distinction is whether a system simply records the outcome, or whether it independently verifies that the result was generated correctly from the draw data. The difference between protecting the draw environment and proving the draw becomes increasingly important as lotteries pursue greater operational flexibility. When confidence in the result depends on physical controls, procedural checks, and who was present during the draw, operational flexibility becomes harder to achieve. The requirement: every result must be verifiable, regardless of where the system runs or how the draw is executed. Proof of integrity must be built into the generation of the draw itself. Unusual results demonstrate why independent verification matters. On December 1, 2020, South Africa’s PowerBall results, 5, 6, 7, 8, 9, and 10, drew worldwide attention.
