New Jersey Lottery seeks to streamline oversight of couriers

A new proposal would reduce the frequency of registration renewals for lottery courier services.

US.- The New Jersey Lottery has announced another proposal as part of its aim to relax the administrative burden on regulating and overseeing lottery courier services in the state. It’s opened a consultation on plans to reduce the frequency of registration renewals.

While many states oppose lottery couriers, the New Jersey Lottery proposed rule amendments in June to streamline the oversight process and make managing courier financial records easier. It now aims to smooth things out further, both for itself and couriers.

The new proposal would streamline the registration renewal process for registered courier services. Currently, couriers are required to renew their registration every year. The proposal is to reduce that to once every three years. A staggered renewal schedule would be implemented for currently registered couriers to prevent registrations from expiring in the same year.

The lottery said the move was part of its initiative to “streamline administrative requirements while maintaining the integrity and reputation of the Lottery.”

According to the text of the proposal, the amendments “will provide regulatory relief to courier services by reducing the frequency of renewal applications, thus allowing courier services to allocate resources more effectively.

“This change is prompted by the experience in regulating courier services, which has demonstrated annual registration is no longer requisite,” the Lottery said in a statement. “The infrequency of substantial changes, coupled with existing reporting requirements that adequately capture necessary updates, supports the transition to a triennial renewal cycle.”

The Lottery has opened a consultation on the proposed change and is taking written comments from the public and industry stakeholders up until November 14, 2025.
