New California Lottery Commissioner Sworn In
SACRAMENTO – California Lottery Director Harjinder K. Shergill Chima administered the oath of office today, formally swearing in the newest Lottery Commissioner, Ukau Dungca.
“We’re so pleased to have Sergeant Dungca as part of the Lottery Commission, and it’s an honor to swear him in today,” said Director Shergill Chima. “His experience as a law enforcement officer will be invaluable to us as prioritize the integrity of our games and our draw operation with the utmost security in mind. We look forward to working with him in this role and in support of our mission to raise extra money for public education.”
Governor Gavin Newsom announced the appointment of Dunga to the Lottery Commission just a few weeks ago. Dungca has served as a Sergeant for California Highway Patrol since 2022, having started as an Officer in 2009. Dungca has a Bachelor of Science degree in Criminal Justice from California State University, Sacramento.
The five-member California Lottery Commission oversees the Lottery’s business and operations, ensuring integrity, security, fairness, and transparency. The Commission consists of five members appointed by the Governor with the advice and consent of the Senate.
The next Commission meeting will be held at California Lottery Headquarters in Sacramento on November 20, 2025. Commission meetings are open to the public.

The mission of the California Lottery is to raise additional funding for public education, helping to supplement school budgets for K-12 as well as colleges and universities. The California Lottery has raised more than $48 billion for public schools through the responsible sale of its games since 1985. Lottery funding for schools is largely discretionary, so administrators and educators can use Lottery money for instructional programs and services they may not otherwise afford.
