German Lotto and Toto Block (DLTB) Annual report of state lottery companies: Stability despite short jackpot phases

The 16 lottery companies united in the German Lotto and Toto Block have differing views on the year 2025.

Following an absolute record year in 2024, the 16 state-run lottery companies united in the German Lotto and Toto Block ( DLTB ) are taking a differentiated view of 2025. While the record of €8.5 billion from 2024 could not be surpassed, the revenue for 2025 can be considered solid. At just under €8.3 billion , this figure is approximately 3.6% below the previous year's level. Revenue growth was achieved in instant lotteries. Last year, approximately €770 million was spent on instant lotteries, about 3.6% more than in 2024.

Jackpots as a crucial driving force

In 2025, both LOTTO 6aus49 and Eurojackpot experienced very few extended jackpot periods during which a particularly attractive jackpot accumulated. Experience shows that these periods have a noticeable impact on player participation. "High jackpots are, of course, extremely important for our players. The bigger the jackpot, the more people dream, and the bigger those dreams become," says Michael Barth of LOTTO Bremen, currently the lead representative of the German Lotto and Toto Association.

In 2025, a total of approximately € 8.3 billion was spent on lotteries pooled by the DLTB (German Lottery and Betting Association) in Germany, with almost €4.0 billion paid out in winnings. The most popular lottery among Germans remains LOTTO 6aus49, with a total stake of almost €3.4 billion , followed by Eurojackpot with around €2.4 billion . "Our traditional product, LOTTO 6aus49, continues to be the most popular product in the German gambling landscape," added Michael Barth.

The whole country benefits

Thanks to the taxes and levies paid from gaming stakes to the respective state budgets and beneficiaries, numerous public-benefit projects in all German states were once again supported. In 2025, the public benefited from approximately €3.3 billion , particularly in the areas of sports, environmental protection, arts, culture, historic preservation, and social welfare – that's roughly €9 million per day. "The 16 state lottery companies continue to be among the absolute leaders when it comes to the amount of taxes paid in the gambling sector – and we are proud of that!" says Michael Barth. "Even after 70 years, we remain a reliable partner for all aspects of community life, be it the local sports club, the neighborhood center around the corner, or the association dedicated to preserving the listed village church."

Heavy use of online channels

As in previous years, an increasing number of lottery players are using the digital services offered by the state lottery companies. Their regional websites and apps recorded rising user numbers again in 2025. These regional services allow players to conveniently and securely submit bets for most games online. The LOTTO.de service and information portal also provides access to the state lottery companies' games. In total, over €1.4 billion in stakes were generated through these channels, representing 17.5% of all total stakes.

Collection points as an indispensable component

The role of the numerous lottery outlets across Germany remains as strong as ever. They are far more than mere sales points: as personal points of contact, they offer comprehensive advice, build trust, and are firmly rooted in the local community. Even in times of increasing digitalization, they remain an important social meeting place and a visible sign of the state lotteries' close ties to their customers.

Regarding the drawn numbers

In the all-time list of the most frequently drawn numbers, 13 (drawn 734 times) has this year passed the "wooden spoon" to 45 (drawn 722 times). The two numbers have been neck and neck for last place for several years.

The number 6 (drawn 855 times) successfully defended its first place (14 times in 2025). In second place (coming from fourth place) is the number 26 (drawn 844 times, 16 times in 2025), and in third place (second place last year) is the number 43 (drawn 841 times, 7 times in 2025).

The most frequently drawn number in 2025 was the number 13.

Outlook for 2026

Michael Barth anticipates continued debate surrounding the design of German gambling regulations in 2026. "The German Lottery and Betting Association ( DLTB ) continues to view the 2021 Interstate Treaty on Gambling ( GlüStV ) as a successful regulatory framework that strikes a good balance between channeling gambling and player protection. The results of the studies commissioned by the Joint Gambling Authority ( GGL ) as part of the GlüStV evaluation , announced for 2026, will provide an opportunity to assess the existing framework based on evidence and, if necessary, to adjust it."
