Gambling and lotteries markets grew in Lithuania in 2025
(PRESS RELEASE) -- The gross income of the Lithuanian gambling market in 2025 amounted to €274.1 million, which increased by 13% compared to 2024. The lottery market grew at a similar pace: last year, a total of €167.2 million of tickets was distributed, €91.9 million were paid out.
In recent years, the gambling market has been growing due to remote gambling, which overtook the revenue of ground-based gambling sites in 2020. In 2025, the total revenue of remote gambling increased by 19%, to 202.4 million euros. Last year, the revenue of land gambling remained almost unchanged: €71.7 million.
Last year, €86.9 million of lottery and gambling taxes were paid to the Lithuanian budget. Of these, €29.3 million were paid by the organizers of the major lotteries, and €57.6 million were gambling operators.
Illegal activities have been stopped
In 2025, the Gaming Authority sent 47 warnings to foreign entities regarding their illegal remote gambling activities in Lithuania. 37 investigations have been carried out on illegal remote gambling activities.
In the last year alone, 208 internet domains were added to the list of illegal gambling operators, and at the end of the year, this list already contained 2017 domains.
Priorities – Consultation and prevention
Last year, the specialists of the Supervision Service actively provided consultations to the persons experiencing problems with gambling, as well as their relatives. A total of 2160 consultations were provided, similar to 2024.
Statistics show that the problem of the loss in Lithuania remains acute. It is true that people’s awareness is growing – the voluntary self-restriction mechanism is being used to control gambling behavior. During the year, 18,710 requests to prevent gambling were registered in the register of persons who restricted their ability to gamble. That's about 14% more than 2024.
The Supervision Service also provided advice to the organizers of gambling and lotteries. Particular attention has been paid to the consultation focused on the prevention of infringements. In addition, targeted training on money laundering and terrorist financing prevention was organized for market participants in order to increase the resilience of the sector and compliance with the requirements of the legislation.
