Finland's president to approve new gambling regulations

Finland’s multi-licensing gambling regulations are being formally signed off by the president today.

The final sign-off follows the approval of the legislation on December 16, which set in stone the key dates for gambling industry stakeholders to look out for.

The application window for B2C licences will open on March 1 this year before the market officially opens on July 1, 2027, the same date as the opening of the B2B licence application window.

B2B licences will be required from July 1, 2028.

The regulations centre around the removal of Veikkaus’ monopoly status and the conversion of the market to a commercial model.

The aim is to improve the channelisation rate and tackle the illegal market in Finland, as well as boost revenues.

Also from July 1 next year, the Finnish Supervisory Agency will assume responsibility for licensing and supervision of the market and begin issuing licences.
